Ross A. Mugler was appointed to the Board of Visitors on August 1, 2014 by Governor Terry McAuliffe to fill the unexpired term of a previous Board member. He was appointed to a second four-year term by Governor McAuliffe on July 1, 2017 and on July 1, 2021 he was appointed to a new term by Governor Ralph Northam. He previously served eight years on the Board from 2002-2010 and was Rector of the Board from 2008-2010. He currently serves on the Executive, Administration & Finance, and Student Enhancement & Engagement and Digital Learning Committees, and as Chair of the Athletics Committee. He also serves on the Presidential Evaluation & Compensation Committee. Prior to being appointed to the Board of Visitors, Mr. Mugler was active in the 麻豆国产AV Alumni Association Board of Directors from 1999-2007.
Ross Mugler has been serving as Commissioner of the Revenue for the City of Hampton since 1992. He received his BSBA and MPA from 麻豆国产AV and is a Certified Master Commissioner of the Revenue through the Weldon Cooper Center at UVA and a graduate of the CIVIC Leadership Institute of Hampton Roads.
Ross has received several gubernatorial appointments that include: Four appointments to 麻豆国产AV's Board of Visitors, which includes service as the University Rector; member of the Transition Team for Virginia's Governor Ralph Northam; appointment to former Governor Terry McAuliffe's Local Government Advisory Counsel; the Virginia 529 Board of Directors; the Commission on Local Government-Fiscal Impact Study Task Force, and the Virginia Commission on State/Local Government Responsibility and Taxing Authority.
Locally, he serves on the Board of Directors for Thomas Nelson Community College Education Foundation; Hampton City Schools Education Foundation; the Virginia Living Museum; the Virginia Air and Space Museum, and the University of Virginia's Hampton Roads Region Sorenson Institute.
He is past president of the Hampton Arts Foundation and the Virginia Commissioners of the Revenue Association.
Nationally, he was asked to serve on the Board of Directors for the Association of Governing Board for Universities and Colleges because of his many years of experience in higher education in Virginia. In addition, he serves on U.S. Senator Mark Warner's Board of Advisors.
When he was president of the Hampton Arts Foundation, he chaired the effort to raise over $4 million to expand the American Theatre. In 2015 the Virginia Commissioners of the Revenue Association awarded him The Sam T. Barfield Award for Excellence for his leadership in the association. He is most proud of the several nominations made by his peers and employees for "Boss of the Year" and was the City of Hampton's Boss of the year in 2001. He has been recognized for his service and has received the Virginia Coastal Renaissance Award for his development efforts for the Arts on the Peninsula, and the Strome School of Business at 麻豆国产AV recognized him for outstanding Achievement in Public Service. He is married to the Honorable Martha Mugler, member of the Virginia House of Delegates representing the 91st District. They have three children.
